Overall home sales are up in Wisconsin's Rock County. New construction remains slow. Even after tax credit expiration the market continues...

Wisconsin Home Prices Rise
With federal tax credits lifting home sales, the latest city home price index rose .8% in April, the first gain in seven months. 18 of 20 cities posted higher prices from a month earlier, with only Miami and New York recording declines. Some of the nations top cities topped the index at each reporting jumps of 2% or more.

Flood Insurance Program Reinstated
Senate passed the National Flood Insurance Program Extension Act of 2010, an extension until September 30, 2010. This will allow transactions to move forward. The bill is retroactive and covers the lapse period.

Fannie Mae Increases Penalties for Defaulters
Fannie Mae will increase penalties against borrowers who walk away from their mortgage when they have the ability to pay or haven't completed a workout alternative in good faith. Those defaulters will be inelgible for a Fannie Mae backed loan for seven (7) years.
EPA Delays Lead Based Paint Enforcement
New Lead Based Paint Rules regarding renovations and repairs went into effect in April, but with renovators having difficulties getting the required certification training, the US EPA has delayed enforcement until October of 2010.

Mortgage Bond Boom Drives Rates Down
Residential mortgage bonds backed by the US government have become a safe haven for insvestors again, helping to drive mortgage rates to record lows. The average interest on a 30 yr fixed loan fell this week to 4.58%, reports Freddie Mac. Relatively few home owners are refinancing at the bargain rates, however, in large part because many eligible borrowers did so when rates were almost as low last year.
